Agent Augustus Gibbons has watched several traditional spies get killed trying to infiltrate the anarchist group Anarchy 99, because their clean-cut profiles make them instantly recognizable as government operatives. Gibbons wants someone from the extreme-sports underground who already lives outside the law, reasoning that a tattooed adrenaline junkie like Xander can blend into a world of criminal thrill-seekers in ways a career agent never could. Xander is blackmailed into the job after being arrested for stealing a senator's car.
