Why does Pennywise target children specifically?

What happens to Georgie in the opening scene?
Georgie chases his paper boat down a rainy street and it falls into a storm drain, where Pennywise appears and lures him closer by offering the boat back and promising a fair full of balloons. When Georgie reaches in to grab the boat, Pennywise bites off his arm and drags him into the sewer, killing him. His disappearance is what drives Bill's obsession with finding It throughout the film.
Why are the Losers Club able to hurt Pennywise at the end?
Pennywise grows stronger when its victims are afraid and isolated, so It tries to pick them off one by one. When the seven kids stand together in the Neibolt house and refuse to be scared, It physically weakens and shrinks, unable to feed on belief in its illusions. Beverly even forces a metal rod through its head earlier because she had already faced its deadlights and stopped fearing them.
What is the meaning of the blood oath the Losers make at the end?
After defeating Pennywise, Bill makes the group swear that if It ever returns, they will come back to Derry to finish It for good. They cut their palms and join hands in a circle, sealing the promise in blood. This sets up the 27-year cycle and directly leads into the events of Chapter Two, when the now-adult Losers are called back to face It again.
